the structure or build plans for any given building
Mainly architecture is about design of building, structural engineering is different.

true but the arhcitect is deigned before the building is made through engineering
Depends on the architects/engineers how they work, initial design work can be conceptual drawings without any engineering.
To get building plans approved by government before construction can start the design needs to meet structural engineering standards.
